Govern or Impact holds elections each year for at least two seats of the seven member board.  Board members serve three year terms. To be eligible, Board members must have participated in the week-long Policy Governance Academy and must be full members of Govern for Impact.

Anne Dalton

Anne Dalton, Falmouth, Maine, USA (2nd term, July 1, 2016 - June 30, 2019)

Anne Dalton joined AJLI in 1983 and has been involved in consultative services, training and senior management ever since. As AJLI's Chief Officer for Strategic Initiatives, she manages the Strategic Roadmap Action Learning Teams, provides strategic consulting and training in governance and community impact, manages the affiliation process and is a member of the senior leadership team. Previously, she was Girls Club of New York's Executive Director, Henry Street Settlement's Director of Youth Employment Services and Senior Planner with the Vera Institute of Justice. Anne holds a BA in English from Cornell University, an MSW from Hunter College and is a graduate of the Carver Policy Governance Academy and the Institute for Civic Leadership's Leadership Intensive. She is a Sustaining member of the Junior League of Portland, Maine; a member of the Board of the International Policy Governance Association, the Portland Public Library, and the United Way of Greater Portland where she chairs the UW Education Investment Team.

David Gray photo

David Gray, Tuakau, New Zealand (1st term, July 1, 2017 - June 30, 2020)

David has been principal of his own consulting practice for about 30 years.  His earlier background was in banking and finance and management consulting, including a period as a director of KPMG Consulting.  Much of his work over the past 20 years has been with indigenous organisations in the areas of governance, strategy, organisation development and human resources.  He completed the Policy Governance® academy in the United Kingdom in 2007 and has written extensively on the application of Policy Governance to indigenous organisations in New Zealand.  He has been CEO of several indigenous organisations, as well as CEO of YMCA New Zealand.  He has also held governance roles in a number of not-for-profit organisations and is currently a director of the Human Resources Institute of New Zealand.  His qualifications are in Māori development and human resources management from the University of Auckland.

Joe Inskeep

Joe Inskeep, Lower Waterford, Vermont, US (2nd term July 1, 2016 - June 30, 2019)

Joe Inskeep is a consultant with The Governance Coach, a firm that specializes in supporting boards and councils in the use of Policy Governance. He works with Shambhala International, an international human development non-profit that operates over 200 centers across the globe. He has served this organization since 1983 in management, leadership training, faculty and governance roles. 

Joe attended the 2007 Policy Governance® AcademySM, holds an MBA and certificate in OD from NTL Institute, and currently also serves on the board of the Journal Gazette, a newspaper in Ft. Wayne Indiana.

Kay Stevens, Madison, Wisconsin, USA (2nd term, July 1, 2018 - July 2019)

As a nonprofit executive director for over 20 years, Kay has worked with boards in that capacity as well as with a wide range of local and regional boards in a volunteer capacity. Kay’s introduction to Policy Governance was in 2009 when she became the executive director of the Wisconsin Youth Company, which has been practicing Policy Governance for over 20 years. Kay completed the Carvers’ Policy Governance® AcademySM in 2010. Wisconsin Youth Company, headquartered in Madison, WI, USA is a local non-profit organization that provides out-of-school time care and enrichment for children.

Hartger Wassink

Hartger Wassink , PhD Nijmegen, Netherlands (2nd term, July 1 2017 - June 30, 2020)

Dr. Hartger Wassink is an organizational psychologist with experience in academic research as well as consultancy. His particular interests lie in 'professional dialogue', distributed leadership in schools, and the role of values in management and board (Policy Governance). Hartger works with boards and management teams within single educational organizations and trains groups composed of teams from different organizations. He also provides individual coaching for educational executives. Hartger participated in the 2010 UK Policy Governance® AcademySM. He is affiliated to NIVOZ, an independent Dutch think tank on education. At NIVOZ he helps building an online and offline Forum that provides a space for researchers and practitioners to engage in dialogue on fundamental themes with regard to good education.
