The biggest benefit is having a clear understanding of the various roles of the individuals involved with the organization. Board time, freed of the day to day operational issues of the work of the organization, can focus on the "bigger" issues such as future direction and evaluation and better adapt to the changing environment in which it exists. I would advise all boards to begin monitoring themselves against their own policies right away.  Keeping the policies in front of the board helps everyone realize that, if Policy Governance is going to be successful, the burden is on board members' own shoulders.
